Summary

This January 27th memo suspended federal funding to states, local governments, nonprofit organizations and business. This affected areas such as Medicaid, Medicare, Affordable Care Act coverage, Title VI programs (supporting study abroad and international engagement), State Department Bureau of Educational and Cultural Affairs (ECA) funded programs, research for research and development initiatives and more. The memo also directs each agency to analyze federal financial assistance programs that may be affected by a number of Executive Orders related to immigration, DEI, gender, abortion, and more. The memo was rescinded on January 29th.

Impact Analysis

If implemented, this funding freeze would have been devastating for all minority groups and safety net programs.
