Who It Impacts: Federal agencies and employees, directing them on how to implement laws or carry out government functions. Executive orders can also influence businesses and individuals when they relate to issues like immigration, trade, or labor policies.

Who Is Not Impacted: Private citizens and businesses do not have to directly follow an executive order unless it leads to regulations or policies that apply to them. For example, an executive order directing federal agencies to increase renewable energy use does not mandate action from private companies, but it may influence policy shifts that eventually affect them.

Summary

This Executive Order rescinds 78 executive orders and memoranda issued under the Biden administration. The order revokes federal implementation of efforts related to racial justice, the LGBTQ+ community, climate change/environmental protections/sustainability, public health (e.g. COVID-19), immigration, social determinants of health (e.g., housing), cybersecurity/artificial intelligence, and public/social safety net benefits (e.g., Medicaid).

Impact Analysis

This order has significant implications for government agencies responsible for carrying out previous executive actions from the Biden Administration, Revoking protections instated will minimize accountability for institutions and divert resources allocated to improving outcomes for marginalized populations. Failing to minimize health disparities and limiting access to services (e.g. housing, healthcare, privacy), issues which the rescinded orders aim to address, will have negative effects on American natural and built environments, community health and health care to individuals (e.g. LBGTQ+ people).

  • Provide training to staff and leadership regarding the evolving legal landscape surrounding  DEI and related initiatives.
  • Continue to promote inclusivity for all through approaches that align with current legal standards.
  • Recognize that programs related to environmental policy, immigration, social determinants of health, and others may intersect with DEI efforts, even if not labeled as such. Develop strategies accordingly.
  • Form local and state-wide coalitions to plan for concerted responses and efforts to serve communities while maintaining alignment with the current state of law.
  • Review grants and contracts for alliances, programs, research questions that may conflict with the changing legal landscape.
