Summary

The memorandum calls at least 300 members of the Illinois National Guard into federal service under Title 10 U.S.C. §12406 to protect federal personnel (ICE and Federal Protective Services) and property in Illinois, especially in and around Chicago, citing “coordinated assaults” by violent groups allegedly obstructing federal law enforcement.

Impact Analysis

Deploying the National Guard to guard federal facilities may suppress protests and civil-society activities, disproportionately affecting immigrant communities, people exercising their First Amendment rights, and marginalized populations who rely on community support networks. Use of military force in civilian settings can deter individuals from seeking care or legal support (including immigrants fearing enforcement) and elevate stress or trauma among impacted communities, undermining health equity and trust in institutions. Additionally, the chilling effect and fear may prevent many from obtaining basic necessities such as food and healthcare and prevent them from meeting social determinants of health needs such as going to work/school or maintaining relationships, further eroding community health.

Status

Take Institutional Action

  • Monitor and document impacts of troop deployment on community access to healthcare, legal aid, and social services, especially for immigrants and marginalized groups.
  • Provide legal support and outreach to individuals affected by increased enforcement or deterrence.
  • Collaborate with public health organizations to monitor mental and physical health impacts (stress, trauma, access disruption) among communities subject to militarized enforcement.
  • Communicate risks to communities: inform about rights (including to protest, seek medical care, access legal assistance) and support community resilience and mutual aid structures, especially where trust may erode.
  • Collaborate with local organizations to ensure that community members are receiving food, healthcare, and other basic necessities if they fear leaving their home. Partner with trusted messengers.

Associated or Derivative Policies

Related to a prior June 2025 memorandum authorizing National Guard deployment for DHS/immigration enforcement functions.

Policy Prior to 2025

Previously, state/federal cooperation on federal property protection did not routinely involve military mobilization. The threshold for deployment under 10 U.S.C. § 12406 was rarely invoked.
